Industrial robot industry specification conditions

(Draft for comments)

 

I. General Provisions

     (a) To implement the "Robotics Industry Development Plan (2016-2020)", strengthen the management of industrial robot product quality, regulate the industry market order, safeguard the legitimate rights and interests of users, protect the enthusiasm of industrial robot body manufacturers and industrial robot integration application enterprises to invest in science and technology, in accordance with the principles of encouraging technological progress, regulating competitive behavior, and promoting safe production, according to relevant national According to the relevant national laws and regulations and industrial policies, the specification conditions are formulated.

     (2) encourage enterprises to do better and stronger, strengthen technical and management innovation, the full application of modern manufacturing model, improve the level of industrial robot design and manufacturing, production efficiency and product quality, and promote the upgrading of China's industrial robot product brand. For enterprises that meet the specification conditions, the state and local departments concerned can give relevant policy support.

     (C) the specification conditions apply to the People's Republic of China (except Taiwan, Hong Kong and Macao) of the industrial robot body production enterprises and industrial robot integration application enterprises.

Second, the enterprise comprehensive conditions

     (D) has an independent legal personality, and registered by the administrative department for industry and commerce.

     (E) in line with the relevant national industrial policy requirements.

     (F) with independent development, production, professional and technical service capabilities.

     (G) have good credit and public image, good performance ability, pay taxes according to the law, no violations of state laws and regulations, no unfair competition in the past three years.

     (H) with a certain amount of information technology, intelligent management tools.

Third, the size of the enterprise

     (ix) good financial condition, real and credible financial data, subject to audit by an accounting firm registered in the People's Republic of China.

     (J) has a fixed development / production site, and with the enterprise's development capacity / production scale to adapt.

     (xi) industrial robot body production enterprises, the total revenue from the main business of not less than 50 million yuan, or an annual output of not less than 2,000 sets.

     (xii) industrial robot integrated application enterprises, sales of complete sets of industrial robots and production line revenue of not less than 100 million yuan.

Fourth, product quality

     (xiii) should have with the industrial robot development, production, system integration, professional and technical services carried out to adapt to the activities of research and development, design, production, assembly, lifting, transportation and other facilities and equipment (its performance and accuracy should be able to meet the relevant requirements).

     (XIV) enterprises should have industrial robot body, integrated systems and key components appropriate process testing equipment and factory testing equipment, all testing equipment need to be effectively measured, with CNAS recognized valid calibration report.

     (xv) enterprises should establish a quality management system in accordance with GB/T 19001 standard, certified by a nationally recognized third-party certification body, and can operate effectively.

     (xvi) industrial robot body production enterprises should also meet the following requirements.

      1, at least the following positioning and accuracy testing and other instrumentation, and to ensure that the calibration cycle does not exceed 12 months.

Performance testing equipment: range and accuracy higher than the product design requirements.

Pressure resistance meter: range and accuracy to cover the requirements of product design indicators.

Grounding resistance tester: range and accuracy cover the requirements of product design indexes.

High-precision workpiece dimensional testing equipment: range and precision covering product design index requirements.

Reducer test platform: range and accuracy cover the product design index requirements.

Servo motor test platform: range and accuracy cover the product design index requirements.

      2, at least the following general standards and product standards, and through the third-party testing institutions testing.

      3, industrial robot products warranty period of not less than 1 year, the average trouble-free time of not less than 50,000 hours.

    (XVII) industrial robot integration application enterprises should also meet the following requirements.

      1, should have at least three coordinate detector (range and accuracy higher than the product design requirements) and other positioning and accuracy testing instruments and equipment, and to ensure that the calibration cycle does not exceed 12 months.

      2, should at least comply with the following general standards and product standards, and through the third-party testing institutions testing.

V. R & D innovation capacity

       (xviii) The main products of the enterprise have technical intellectual property rights, with no less than six authorized patents (including no less than one authorized invention patent) for industrial robot-related products and integrated solutions or no less than 10 software copyrights related to the core functions of the products, and no infringement has occurred within three years.

     (XIX) enterprises set up a separate R & D team / department, the annual investment in R & D funding is not less than 4% of the total turnover.

     (xx) The enterprise should have provincial-level or above R&D institutions (including key laboratories, engineering technology research centers, enterprise technology centers, etc.), or industrial robotics-related products and technologies to obtain the second-class provincial scientific and technological awards (including technical invention awards, scientific and technological progress awards, etc.).

Sixth, the strength of talent

     (xxi) enterprise leaders should be responsible for technical and quality management work, and have the appropriate technical support or supervisory related work experience.

     (xxii) special operations, special equipment operation, physical and chemical inspection and nondestructive testing and other special positions of personnel should have the corresponding qualification certificates issued by the qualification department, with a certificate to 100% of the induction rate. At the same time should establish a reasonable human resources training and assessment system, and can be effectively implemented.

     (xxiii) The number of personnel engaged in the research and development of industrial robot products and/or integrated solutions, design and technical work is not less than 15, and the proportion of the total number of enterprises is not less than 30%.

Seven, sales and after-sales service

     (xxiv) product after-sales service to strictly implement the relevant national regulations and build a comprehensive product sales and after-sales service system, guide users to use the product reasonably, and provide users with appropriate operational training and maintenance services.

Eight, social responsibility

     (xxv) enterprises should be in accordance with the "Work Safety Law" and "Safety Production License Regulations" requirements, to carry out the standardization of work safety, no major safety accidents within the past two years.

     (26) The enterprise shall operate legally and in good faith, pay taxes in accordance with the law, the employment system shall comply with the provisions of the "Labor Contract Law", and pay the social insurance premiums in accordance with relevant state regulations.

IX. Supervision and management

     (xxvii) industrial robot body production and industrial robot integration application enterprises in accordance with the conditions of this specification voluntarily apply for specification announcement, the competent industrial departments of the State Council in accordance with the conditions of this specification, the organization to apply for announcement of industrial robot enterprises for verification, to meet the conditions of the specification of enterprises to be announced, and in the form of announcements to the community.

     (28) the provinces (autonomous regions and municipalities directly under the Central Government) industrial department is responsible for the region to declare enterprise materials for review and recommendation, the implementation of the announced enterprise specification conditions for supervision and inspection. Industry organizations and related third-party institutions entrusted by the competent industrial departments of the State Council to carry out the work of industry norms management.

     (29) The Ministry of Industry and Information Technology is responsible for the interpretation of these norms, and according to industry development, changes in relevant state policies and regulations, etc. timely revision.

X. By-laws

     (30) The standards cited in this specification are revised, should use its latest version.

     (31) This specification shall be implemented as of xx, xx, 2016.
